The document that arrived late — but arrived
On April 8, 2026, the Ministry of Education held the webinar "AI in Basic Education: Pathways for the Curriculum and Teaching Practice" and launched the eponymous guiding document — the federal government's first official milestone on the use of AI in Brazilian schools. The document arrives in a context of paradox:
According to the TIC Educação 2024 survey, conducted by Cetic.br and published in 2025, 70% of high school students who use the internet already utilize generative AI platforms in research and school activities. Among all students (elementary + high school), the proportion is 37%. On the teaching side, 43% of elementary and high school teachers reported using generative AI tools in the preparation of educational content.
The problem: only 19% of students said they had talked with teachers about how to use AI in school activities, and only 33% reported receiving guidance on how to identify incorrect, false, or biased content produced by AI. The technology reached the classrooms before the pedagogy.
What the MEC document establishes
Organized into five chapters, the document "Artificial Intelligence in Basic Education" guides networks and schools from fundamentals to implementation. The central principles:
Teaching with AI + teaching about AI: The MEC proposes an integrated vision — the use of AI tools must always go hand in hand with an understanding of the technical and ethical functioning of the technology. Using without understanding is not the goal.
Unplugged AI as an equity priority: The document guides the teaching of AI concepts through physical and playful activities that do not require computers — ensuring that schools with low connectivity are not left out. In 2026, 71.7% of Brazilian schools have internet access for pedagogical purposes (96 thousand schools), according to the balance of the National Connected Schools Strategy — there are still 28% without adequate connectivity.
Mandatory teacher mediation: The use of AI in the classroom must always be mediated by the teacher. AI is positioned as pedagogical support, not as a replacement for the educator — aligned with CNE/CEB resolutions No. 2 of March 2025, which provides for the mandatory curricular integration of media and digital education.
Ethics and critical thinking as axes: The document addresses risks, benefits, and the importance of mediation. School managers point to increased efficiency and reduced overload as the main benefit, according to a Cetic.br survey with school communities.
What is already happening in the states
Before the federal document, some states had already taken their own initiatives — and with distinct approaches:
Piauí — the most advanced case: Since 2023, AI is a mandatory subject in the curriculum for students in the 9th grade of elementary school and high school. The "Piauí Artificial Intelligence" project includes AI, robotics, entrepreneurship, and financial education, was recognized with a UNESCO award, and features teacher training for teaching AI integrated with other subjects.
São Paulo — focus on assessment: In 2025, the SP Department of Education adopted a pilot project using AI in the correction of essay questions of students in the 8th grade and 1st year of high school. For 2026, the state government announced an AI tool capable of converting handwritten essays into digital content, facilitating the correction and feedback process.
PNLD 2026 — first digital education books: In 2026, all high schools in the country receive the first PNLD textbooks focused specifically on digital and media education — a historical milestone for technological literacy on a national scale.
The MECRED platform and validated digital resources
The MEC made available on the MECRED portal more than 36,000 digital educational resources validated for pedagogical support. The initiative is part of a broader content curation effort — recognizing that the proliferation of AI tools created a scenario where any teacher can access hundreds of options, but few have verified pedagogical quality.
The Aí, Prof! project — AI for elementary school teachers
One of the most promising projects that emerged from the ecosystem in 2026 is "Aí, Prof!", an interactive digital platform aimed specifically at elementary school teachers. Selected in 2024 in an educational innovation initiative with the goal of democratizing access to information about AI applied to education, the project is scheduled for implementation until December 2026 and offers a personalized environment for educators needs.
What the numbers reveal about the pedagogical gap
The asymmetry identified by the TIC Educação 2024 survey is concerning: 70% of high school students use AI, but only 19% received guidance from teachers. This means that the vast majority of Brazilian youth are learning to use AI self-taught — without critical criteria, without guidance on biases, without discussion on privacy or intellectual property.
There is also a clear geographic and socioeconomic asymmetry: the use of generative AI is concentrated in high school and in urban and private schools, according to the data. Rural public schools — which account for a significant portion of the system — have much less access to the tools and to teachers trained to teach them.
What is still open
The MEC document and state initiatives represent real advances. But three structural questions remain without a definitive answer:
Teacher training at scale: 43% of teachers already use AI to prepare lessons, but the majority are self-taught. A national AI teacher training program — with workload, certification, and financial resources — has not yet been announced.
Impact evaluation: There are no longitudinal studies in Brazil measuring the impact of the use of generative AI on learning. We know that students use it — we do not yet know if they learn more, the same, or less with this mediation.
Equity of access: With 28% of schools without adequate connectivity and the majority of low-income students in public schools, the risk that AI will amplify existing educational inequalities is real and documented. MEC's Unplugged AI is a partial response — necessary but insufficient.
